Elias and Chief Deputy Chelsea Ashley earn nationally recognized
Court Management Certification

Lincoln, Ill. — Logan County
Circuit Clerk Kelly Elias and Chief Deputy Circuit Clerk Chelsea
Ashley have successfully completed the Certified Court Manager (CCM)
program, earning nationally recognized credentials through the
Illinois Judicial College in partnership with the National Center
for State Courts' Institute for Court Management.
The Certified Court Manager program is the first level of a
nationally recognized professional certification track for court
leaders. Designed for managers and administrators within the
judicial branch, the program equips participants with the knowledge,
leadership skills and practical tools needed to improve court
operations while enhancing public confidence in the justice system.
Participants complete an intensive curriculum covering leadership,
strategic planning, caseflow management, budgeting, workforce
management, project management, court performance, ethics and
accountability. The program also emphasizes innovation,
organizational effectiveness and customer service to help courts
better meet the evolving needs of the public.

The Illinois Judicial College
administers the program in partnership with the National Center for
State Courts' Institute for Court Management. Participants are
nominated through the Illinois Supreme Court and selected based on
their commitment to excellence in court operations and their
potential to lead positive change within Illinois' judicial system.
Training is funded by the Administrative Office of the Illinois
Courts.

leadership skills gained through this program will directly
benefit the citizens we serve," Elias said. "I'm proud that
Chelsea and I were able to complete this certification together,
and we look forward to applying what we've learned to continue
improving the efficiency, accessibility and service of the Logan
County Circuit Clerk's Office."
The Certified Court Manager credential
serves as the foundation for continued professional development in
court administration. Elias plans to continue that professional
journey by pursuing the Certified Court Executive (CCE) designation,
the advanced level of the National Center for State Courts'
certification program, as she continues strengthening leadership and
service within the Logan County court system.
By earning the Certified Court Manager credential, Elias and Ashley
join a distinguished group of court professionals committed to
advancing excellence in judicial administration and ensuring courts
remain effective, accountable and responsive to the communities they
