Logan County Board
Special Building and Grounds Committee meeting

[March 27, 2026]  On Tuesday, March 24th, the Building and Grounds Committee of the larger Logan County Board held a special in the first-floor courtroom of the Logan County Courthouse at 5:00 p.m. This meeting was one hour before the regular board meeting held. Three of the five committee members were present, including Chairman Lance Conahan, Dale Nelson, and Jim Wessbecher. Absent were Vice Chairman Hannah Fitzpatrick and Gil Turner.

The meeting was for discussion of two items, a proposal for an outdoor ramp, and a lighting proposal from B&B Electrical for Latham and Scully Parks.

The ramp was the first issue discussed. Several months ago, the County Board voted to renovate the exterior elevator of the courthouse. The elevator was not in great condition and is the only entrance accessible for individuals who cannot take the stairs. It was determined that, for the elevator to be renovated, it would have to temporarily be out of commission. The board voted to pay the renovation company extra to speed up the process. This still would have left the county in violation of the Americans with Disabilities Act (ADA).

The county investigated several solutions, including building a wheelchair ramp. The most cost-effective solution would be to get a ramp that could be installed on the exterior stairs during the elevator renovation.

Conahan stated that there were two proposals, and allowed Bill Walter, who was present digitally, to speak on them. Walter stated that the two proposals would be to construct a ramp/walkway out of wood, and it would go down and meet a lift that would take people up the stairs. This lift was purchased by the county earlier this month. The primary difference between the two would be the direction the walkway would go. The cheaper option would be to have the walkway come straight out and down the stairs, and the slightly more expensive option would be to have the walkway turn halfway down the stairs to “hug” the building.

Walter stated he talked to a company called sunbelt about purchasing metal scaffolding. The cost for handrails to go with the metal scaffolding was “ungodly,” according to Walter, and so it was decided that constructing a wooden rail would be cheaper. The committee discussed that purchasing the scaffolding would be good in case the county ever needed to use the purchased lift again. The committee made a motion to purchase the scaffolding from Sunbelt for $3,823.73. They made an additional motion to approve the outdoor ramp proposal in an amount to not exceed $7,000. Both motions were approved.

The committee next discussed the lighting at Scully and Latham parks. Conahan stated that the proposal for Latham Park would be to replace the light fixture heads with LEDs and to put GFI receptacles on the light poles. It would include installing lights in the pavilion. The amount for these items would be $13,791. By this time Hannah Fitzpatrick arrived at the meeting and took part in the vote to approve the motion unanimously.

Conahan then brought forth the items for Latham Park. The majority of items for Scully were the same as Latham. In addition to the lights, however, this motion would update the cameras so they work all the time. Conahan stated that, at present, the cameras only work at night. This motion would cost $15,544. It was unanimously approved.
