Logan County Board
October Building and Grounds Meeting
[October 12, 2026]
The Building and Grounds
Committee of the larger Logan County Board met for their monthly
meeting on Thursday, October 8th. This meeting started at 5:30 p.m.
and was held in the first-floor courtroom of the Logan County
Courthouse. Chairman Jim Wessbecher, Vice Chairman Hannah
Fitzpatrick, Dale Nelson, and Lance Conahan were all present. Gil
Turner was the only committee member not in attendance.
Wessbecher got the meeting rolling with old business. The only item
here was an update on Latham Park. Nelson shared that all the new
playground equipment was installed last month. Conahan then shared
that the new lights that were going to be installed by B&B Electric
were delivered with a manufacturer defect. They are working with the
manufacturer to get them fixed and installed this month.
The committee moved on to new business starting with an update on
the courthouse restoration project and the exterior elevator. Bill
Walter shared that they are working on installing lights on the roof
of the courthouse that are going to light up the dome. As for the
men's bathroom, they are applying primer and going to let it sit
over the holiday weekend to dry. Any men in the courthouse are
currently required to use the port-a-jon set up outside. Walter said
that they are talking to a structural engineer on what needs to be
done for the interior elevator.

Walter then began to speak on the
progress of the new pickleball court that is being made at Scully
Park. He shared that some of the concrete for it may be poured on
Friday, but that the company is expecting it to be Tuesday.
Conahan then shared some details about a company called SpyGlass
that he recently had a meeting with. According to Conahan, they
would send over some financial data, such as bills, to this company.
SpyGlass would then go through and make sure that the county is not
overpaying on these items. He also said that this service is free
initially without having to sign a contract. If the county does
enter into a contract with them, any savings that the county has
would be handed over to SpyGlass for the first year, and then the
county would begin receiving the savings the next year. Conahan was
a little reluctant that it would be greatly beneficial, as they
already lowered a couple of their bills in the past year. Wessbecher
said that having someone from the company come give a presentation
would be helpful, and Nelson agreed.

A bid from Hallelujah Holiday
Lighting for holiday lights in Scully Park was next. The amount of
the bid was $5,400. Conahan made a motion to approve the bid and it
was sent on to the Workshop meeting next week.
Fitzpatrick was next with an update
on the ice rink at Scully Park. She said that the Future Farmers of
America are going to volunteer on the morning of October 19th to set
it up. She said that they are hoping to open the ice rink the
following weekend on the 24th. Wessbecher also mentioned that the
old pickleball court is closed for the moment, but he is hoping the
new court will be up and running in about three weeks or so.
Next were two use of grounds requests. A family fun event hosted by
Lincoln Elementary School District #27 and the Regional Office of
Education #17 on October 13th at Latham Park. The second request was
from Kathie Williams for the Downtown Lincoln Winter Wonderland
Festival from November 20th to January 1st. The second request did
not have liability insurance yet, and Conahan shared that the Logan
County Tourism Bureau is likely going to cover the cost of the
insurance this year. He also said that he would be okay moving the
item on to the Workshop meeting under the condition that the proper
insurance paperwork is provided. Both items were approved.
Part time grounds worker Chris Neaville then gave a small update on
some things. Conahan applauded him on the fountain at Scully Park,
stating that it looks really nice. With all items being discussed
and no public comments, the meeting was adjourned.
