Logan County Board
April Finance Committee Meeting
[April 16, 2026]
On Tuesday, April 14th, the
Finance Committee of the larger Logan County Board held their
monthly meeting at 6 p.m. in the first-floor courtroom of the Logan
County Courthouse. Of the five members on the committee, four were
present including Vice Chairman Joseph Kuhlman, Dale Nelson, Keenan
Leesman, and Lance Conahan. Chairman Kathy Schmidt was absent.
Attendance was taken, guests were introduced, and the previous
month’s agenda was approved. There was no old business on the
agenda, so Kuhlman moved the committee on to new business. The first
of four items under new business was an update on the fiscal year
2025 audit. Treasurer Penny Thomas could not attend this meeting,
but Conahan informed the committee that the auditors would be coming
to the April regular board meeting on the 22nd. That was the only
update provided.
The second item had to do with the Logan County Fair Book. The
committee discussed placing an ad, with Nelson asking if they wanted
to do a full page. Nelson made a motion to purchase a full-page ad
for $250. The motion was passed on to Thursday’s workshop meeting.
Third on the agenda was another request from the Community Benefit
Fund (CBF) for the Atlanta Public Library. Amy Wertheim was present
to speak on the request for the library. Wertheim has been seeking
financial assistance to help the library set up a space that members
and guests to the Atlanta community can rent out for things such as
parties. In previous meetings, Wertheim stated that the community
does not currently have a space like this, and that members of the
community were already signing up to rent out the space once
renovations are complete. Wertheim’s previous requests were to
assist in renovation materials needed in the space upon completion.
In previous meetings, the library’s status as a non-profit, or
501(c)3, was in question, leaving the committee unsure if the
request could be approved under their current guidelines. Wertheim
stated that the library now completely falls under a 501(c)3. She
stated that Heartland Community College approached them about using
their kitchen in the space once it is finished. This led Wertheim to
increase her requested amount to $8,000 to cover the cost of the
kind of equipment the college would need to have available.

Wertheim assured
the committee that, should they approve her request, she would
provide receipts for every dollar donated out of the CBF. Nelson
made a motion to approve the request, and it was moved on to the
workshop meeting.
The final new business agenda item was
regarding county liability insurance. Conahan shared that Schmidt
and he met with a group to discuss the county’s insurance. This
group, called ICRMT, told Conahan and Schmidt that they might be
able to save the county a bit of money on their insurance plan. He
stated that the county would have to send CIRMA, their current
insurance provider, a letter stating that they would be going out
for bid this year for new plans. Additionally, Conahan said that
ICRMT works very closely with the counties they are associated with,
sharing that he “would not recognize anybody from CIRMA if they
walked in the door.” He stated that they work closely with their
local police and State’s Attorney. According to Conahan, ICRMT
represents most counties in the state. Conahan made a motion to move
this motion forward. It was seconded and moved on.
The bills were then approved, and with no public comments, the
meeting was adjourned.
