Logan County Board Recognizes
County Clerk Theresa Moore

On Tuesday, February 18th, the Logan County Board met
for their monthly regular board meeting. For an article summarizing

Something the board has been keeping secret for the
past couple of months is a resolution they have been working on to
recognize County Clerk and Recorder Theresa Moore. Moore received
the County Official of the Year Award from the Illinois Association
of County Officials. The board asked Dr. David Hepler, a past county
board member and board president, to help write the resolution. Dr.
Hepler then read the resolution in its entirety.

The resolution read:
“Recognition of Theresa Moore
Illinois Association of County Officials
2024 County Official of the Year”
“Whereas the office of the County Clerk and Recorder is vital
to a well run unit of local government, the duties of this office
have evolved into dozens and
“Whereas at one time or another, the County Clerk and
Recorder’s office will touch the life of nearly every member of the
community. In consideration of the critical importance of this
office, both in terms of statutory responsibilities and equally
important responsiveness to the public, the clerk must be elected by
the voters and
“Whereas nearly two decades ago, the young lady began her
employment with Logan County as Deputy County Clerk. The individual
who committed herself to this critical role was Theresa Moore and

“Whereas Mrs. Moore’s dedication to public
service did not begin with the County Clerk and Recorder’s Office,
nor will it likely end there. Mrs. Moore currently serves as an
Elkhart Township Trustee, Treasurer of the Elkhart Rural Fire
Protection Board, a former Elkhart Library Trustee, a precinct
committee person and
“Whereas Mrs. Moore’s causes are in no way limited to
government capacities. Mrs. Moore’s involvement with Needs and Goals
(NAG) of Elkhart, as well as has participated in the Land of Lincoln
CEO program and
“Whereas in the execution of her duties as Logan County Clerk
and Recorder since December 2018, Mrs. Moore has introduced and
improved property fraud alert, online land record searches, online
marriage applications, the honor rewards program, online land
recording services, online document request forms, a County Clerk
Facebook page, and links for other local officials and
“Whereas as the election authority for Logan County, Mrs.
Moore has been active with voter registration, vote by mail
applications, the recruitment and training of election judges from
all political parties. As a result, Logan County continues the
tradition of fiar, honest, and accurate elections in an environment
that is courteous and welcoming to all wishing to participate in the
Democratic process and

“Whereas Mrs. Moore
appreciates fully the value of higher education, whether it
takes the form of university experience, vocational training, or
a combination of the two. Mrs. Moore offers summer employment to
high school students and welcomes the opportunity to be a guest
speaker at our area schools and
“Whereas all that Mrs. Moore has done for our community,
her world is grounded in her devoted husband Tom, and her two
cherished children, Zachary and Megan and
“Whereas it would be impossible to find a local official
who will not enthusiastically attest to the accuracy, courtesy,
and friendliness of the Logan County Clerk and Recorder’s office
and
“Whereas Mrs. Moore was presented with an Illinois Senate
certificate of recognition from Senator Sally Turner on behalf
of the people of the 44th district. Since her prior capacity of
Logan County Clerk and Recorder, Senator Turner worked closely
with and mentored Mrs. Moore for over a decade and

“Whereas when word spread that Theresa Moore
was being nominated for County Official of the Year by the Illinois
Association of County Officials, nearly twenty letters of
endorsement poured in, even from officials outside of Logan County
and
“Whereas Mrs. Moore fully deserves this high honor, she would
be the first person to say that without a staff duly dedicated to
excellence and courtesy, this award may have gone elsewhere. Likely,
Mrs. Moore feels the same way about the outstanding services
provided by every department in the county. If there was an award
for ultimate team player, that would go to Mrs. Moore as well.
“Be It Therefore Resolved that the Logan County Board
publicly and formally recognizes the Logan County Clerk and
Recorder, Theresa Moore, as the Illinois Association of County
Officials’ 2024 County Official of the Year, expresses its genuine
gratitude for nearly two decades of public service, and thanks her
for embodying everything good and noble in her chosen career and
wishes Moore every continued personal and professional success.
“Adopted by the Logan County Board in adjourned session on February
18th, 2025.”

After the reading, the room erupted in applause.
Moore then gave a short speech, agreeing with the resolution when it
stated that she could not do any of what she does without the team
she has supporting her. She said that she appreciates everyone she
works with and everything that they do. The board also presented
Moore with a plaque to commemorate the occasion. Chairman JR Glenn
then stated that he would entertain a motion to approve the
resolution. The motion was made by Bob Sanders and seconded by Lance
Conahan before being unanimously approved.
